Despite rains, reservoir levels are still very low in California

While noting precipitation levels are well above the 100-percent mark for this time of year, the U.S. Bureau of Reclamation stressed in its initial water supply update last week that storage in key California reservoirs is less than half the 15-year average for this time of year.
