INTRODUCTION
Colusa County Water District (CCWD) is seeking a well-organized, motivated, self-confident individual to fill a newly developed Assistant General Manager position that will help to ensure reliable and efficient delivery of water resources to farmers within our District. CCWD is located in Arbuckle, CA and serves 40,000+ acres of farmland under a Bureau water service contract.

POSITION
The Assistant General Manager is an exempt at-will position.  This new position holds an exciting and challenging role as a new member of the District’s Management Team.  With administrative direction from the General Manager, this position will provide direct and indirect oversight of Operations staff and ensure safe work practices are maintained, deadlines are met, and exceptional service quality and accuracy are sustained. The position requires a demonstrated ability of working successfully with staff, management, growers, landowners, Board-level committees, and other organizations & individuals.

JOB DESCRIPTION
Under minimal direction the Assistant General Manager has management responsibility for planning, engineering, operations and maintenance, risk management, capital improvements, project management budgeting and purchasing, facilities and fleet maintenance and record keeping. Includes developing, implementing and maintaining District-wide goals, objectives, policies and procedures, work standards, internal controls and safety standards. Provides information systems support and assistance to District users of SCADA technology; acts as primary resource to District staff regarding software, hardware and computer networking systems.

TRAINING AND EXPERIENCE
Equivalent to graduation from a four (4) year college or university with major course work in engineering, irrigation technology, public administration or a closely related field, and three (3) years of increasingly responsible professional experience in public agency administration and/or engineering/project management. 

COMPENSATION AND BENEFITS

Annual Salary: $95,000-$110,000 DOE/DOQ

Summary

Reporting to the Maintenance Manager, the Electrical Maintenance Supervisor supervises the Plant’s electrical maintenance team, ensuring the reliability, safety, and availability of the plant’s utilities and processing equipment and systems. This supervisor must have a strong background in industrial electrical power and controls systems and must demonstrate the ability to lead, train and develop the team troubleshooting, repairing, and maintaining the site’s electrical systems. Works together with the maintenance leadership team in scheduling, coordinating, and prioritizing resources in a manner that maximizes productivity while always maintaining high standards of workmanship.

Essential Duties & Responsibilities

  • Supervises and leads electricians by providing direction and support in troubleshooting, repair, and maintenance of electrical systems.
  • Leverages the use of the Plant’s CMMS tool (Dynaway) to maintain accurate records of maintenance activities, including work orders, inspections and repairs.
  • Plans and prioritizes maintenance activities to ensure timely completion and high standards of workmanship.
  • Conducts regular inspections and audits of preventive maintenance conditions and work activities performed on electrical equipment to ensure proper functionality and compliance with safety standards.
  • Troubleshoots and resolves issues with electrical hand tools, test instruments, and PLC software (such as Studio 5000) to minimize downtime and maintain operational efficiency.
  • Champions the Electrical training and development agenda for the electrical maintenance team members.
  • Ensures compliance with all safety regulations, company policies, and industry standards.
  • Participates in continuous improvement activities such as after-action reviews and root cause failure analysis and assists in implementing corrective action plans.
  • Administers performance coaching and progressive disciplinary actions if necessary to uphold company policies and working standards.
  • Helps prepare, organize, and coordinate capital project work with internal resources and external electrical contractors.
  • Other duties as assigned.

Supervisory Responsibilities 

This position supervises the Plant’s electrical maintenance team. .

Minimum Qualifications 

  • 3-5 years of electrical maintenance experience in an industrial setting.
  • Prior supervisory experience in an industrial environment.
  • Strong knowledge of PLC systems that includes the ability to troubleshoot associated power and controls.
  • Proficient in understanding and interpreting electrical schematics, ladder diagrams, and PLC code.
  • Basic computer skills.

Preferred Qualifications 

  • 5+ years of electrical experience in an industrial setting.
  • Excellent leadership, planning, scheduling, and communication skills.

The Project Policy Analyst 3 will serve as a project manager for a state-funded grant and provide support for the principal investigator. As an administrative operations professional, the project manager will understand the UC systemwide practices, policies, and procedures. They will provide analytical support, service, and management of a climate smart project funded through a state agency.

Reporting Relationship: The Project Policy Analyst 3 will serve under the general, administrative, and programmatic guidance and supervision of the UCCE San Bernardino Land Equity Academic Coordinator II.

Counties of Responsibility: The Project Policy Analyst 3 will serve the eight counties in the Southern California region: Santa Barbara, Ventura, Los Angeles, Orange, San Bernardino, Riverside, San Diego, or Imperial Counties.

This position is a contract appointment that is 100% fixed and ends two years from date of hire with the possibility of extension, if funding permits.

The home department is UCCE San Bernardino County.
