Legislation aims to slow agricultural cargo thefts

Growers and processors lose millions of dollars' worth of agricultural commodities each year, as organized rings of cargo thieves use false information and paperwork to steal truckloads of nut crops and other commodities. Posing as drivers from legitimate trucking companies, the thieves pick up the load, which never arrives at the intended destination.
