USDA issues more drought aid as water cuts mount

Amid a cascade of announcements by California water agencies about new irrigation cutbacks, U.S. Agriculture Secretary Tom Vilsack said Monday his agency will make additional "targeted investments" to help farmers and ranchers offset the short- and long-term impacts of drought.
