Final survey shows 40 percent of average snowpack

The California snowpack is rapidly melting, leaving water content in the Sierra Nevada at only 40 percent of average for the last measurement of the year. The state Department of Water Resources said manual and electronic readings taken last week reflect California's drier-than-average winter.
