In drying basin, water district struggles for answers

The Tulelake Irrigation District has long provided water to growers, including for leased farmland on the Tulelake Refuge National Wildlife Refuge. Now, there is only a small fraction of water potentially available to the leased lands this year, and the lack of water is having a detrimental effect on farming and wildlife alike.
