Farm Bureau leader describes problems with ESA

Current enforcement of the federal Endangered Species Act fails to provide adequate incentives for species conservation on working lands, according to a Farm Bureau leader who told a U.S. Senate committee that the ESA imposes far-reaching regulatory burdens on agriculture.
