Commentary: Farmers, ranchers need more reliable water supply

San Luis Reservoir in western Merced County holds only about 10 percent of its capacity—its lowest level in more than 25 years. Described as the largest off-stream reservoir in the nation, San Luis collects water used by both federal and state water projects. Farmers who buy water from the federal Central Valley Project have received a 5 percent allocation this year.
