Port of Oakland works to improve cargo movement

After a labor dispute slowed the movement of goods at West Coast ports more than a year ago, and a terminal operator declared bankruptcy and closed in April, the Port of Oakland said it has implemented a number of changes to help move cargo more efficiently.
