Memos cast doubt on ‘waters’ rulemaking process

Internal memos released by a U.S. House committee show that the two agencies that drafted a new rule governing "waters of the United States" disagreed about key aspects of the rule, with the U.S. Army Corps of Engineers frequently criticizing the Environmental Protection Agency for its role in writing the rule.
