Governors’ report urges caution on grouse listing

The U.S. Fish and Wildlife Service has a Sept. 30 deadline to decide whether to propose listing the greater sage grouse for protection under the federal Endangered Species Act. However, many who live and work in the West say listing the bird under the ESA could undo years of species conservation and limit ranching activities while undermining local economies.
