Ruling on groundwater fees upholds agricultural rates

In a case that drew intervention by the California Farm Bureau Federation and the Farm Bureau of Ventura County, an appeals court has upheld groundwater-extraction rates charged by a Ventura County district, rejecting a challenge that lower rates for agricultural uses constituted an "illegal subsidy" for agriculture at the expense of other uses.
