Agencies back off on ‘interpretive rule’ for CWA

The withdrawal of an "interpretive rule" issued by the U.S. Environmental Protection Agency and the Army Corps of Engineers pleases farmers, ranchers and their organizations concerned about how the rule would have governed the interpretation of "normal farming operations" in the federal Clean Water Act.
