FEMA should update rules for flood zones, report says

Unless it updates its guidelines, the Federal Emergency Management Agency is "missing an opportunity" to help farmers comply with building requirements in floodplains: That's the conclusion of a report from the Government Accountabiity Office, based on interviews with farmers and flood-control officials in California and three other states.
