Ruling heartens opponents of high-speed rail project

A Sacramento County Superior Court judge has ruled that the agency responsible for planning and construction of the statewide high-speed rail project—the California High Speed Rail Authority—failed to comply with statutory requirements of Proposition 1-A, which voters approved in 2008.
