Water measurement rules for agriculture gain approval

New emergency regulations approved by the state Office of Administrative Law last week require accurate measurement devices on nearly all irrigation laterals and turnouts in the state—estimated at more than 115,000 gates. The irrigation water measurement program will be phased in during the next three years, but an accurate estimate of program implementation costs is hard to find.
