Groups say NMFS demands could slow spillway work

Concerned by what they describe as "unworkable, costly and unsafe fishery demands" on the repair project at Oroville Dam, farm groups and water agencies have asked U.S. Commerce Secretary Wilbur Ross to exempt the work from requirements of the federal Endangered Species Act and National Environmental Policy Act.
