Rural-crime specialists talk about prevention measures

Illegal dumping and the theft of tools, livestock, crops and equipment are just a few of the routine crimes affecting California farmers and ranchers. And with laws in place to prevent overcrowding in the state's prison system, thieves can steal from a farm in the morning and be arrested and released from custody by the afternoon.
